In one possible future, 98% of the world's population has superpowers.

This isn't something that happened gradually over time. In an event refered to as The Change, the world went from having only a few handfuls of superpowered individuals and groups scattered across the globe, to nearly 7 Billion people having various degrees of different abilities. Since The Change, the planet has descended into a World Civil War. Superpowered street gangs war over control of territory with heat vison and illusionary constructs. Dictators have set themselves up as the lord and master of areas determined by the range of their mind control abilities. Entire cities have been lost because of people with the ability to control tectonic plates or to create lethal diseases losing control for the briefest of moments.

The last reminants of the government have decided that they only want to end the World Civil War is to try and prevent The Change from occuring. They created a pool of candidates to send back to a period of history when genetically altered humans and mystical mutations started to increase. These candidates are widely varied. Some are highly trained operatives. Some are people that survived on the streets in some of the worst locations of the war. All are from the two percent that didn't develope superpowers in The Change.

Or are they? Could someone in the program manage to hide their abilities in an attempt to head back in time and get a head start on carving out their own empire in the World Civil War?

- Thinking an individual or maybe a small group of people, which may be expanded upon with more people sent back from their time or allies recruited from the current era.

- Stories would be mostly contained within the current continuity of the Universe, with maybe flashbacks to their future to establish characters.

- Questionable alliances. Do they see genetically enhanced heroes as people that could help them, or as part of the problem they've been sent back to correct?
