Harry Englund was a World War II era R and D scientist for Torchwood who committed high treason and escaped to Germany just prior to the end of the War and the Event. His inventions have reemerged in London and his incorporeal presence has been confirmed in the city, leading to the conjecture that he is part of a more extensive organization, but whether as leader or agent is unknown. Edward Curry, also known as Ponytail, is believed to be working for this organization as well, as are "Rook" and her partner.
