Shepard Iskariot (formerly an Operative of Parliament) is the caretaker of the Mission Santa Ria (formerly Mission Santa Maria). He takes care of two dozen people infected with TSE. As penance for some past crimes he has also infected himself, by eating infected brains. Iskariot has managed a scheme to weaken the ranks of the Reavers. When the infected victims of TSE reach a point of no return, he shuttles them to a disabled ship, there, he sends a distress call, warning away normal ships, and hopefully luring Reavers.
