While still terraforming Oberon and it's moons, some areas vary from lowland swamps to
highland crags. A variety of industries have jumped regulations and side-steped procedure,
competeing for the resources, and that competition has led to ruthless business practices.
Rival gang wars and mob activities are common. A few settlements have the highest mortality
rates, amongst lawmen, in the entire Kaladasa system, largely due to the rather shakey legal
claims that support the charters. The most stable settelments are the main Terraforming
facilities, restricting access to the Corporate and Alliance officials that work there.
The Alliance has held back direct interference in these disputes. unable to fully
enforce authority over the local governments associated with Pengali. Causing unrest among the
established local authorities may risk inspiring new Browncoat supporters, while the open
colonizing of Newhall make it much to close to a public location, and could lead to severe
objections among Coreworlders with relocating familiy members, or regular tourists.
