Doctor Benjamin Sandor is a Delann native, trained at the psychic academy, where he worked as a teacher/researcher. He has ambitions of making discoveries about Mandate era psychic tech, and feels there's no scope for that on Delann; all the interesting things there have been picked over by generations of post-Scream researchers. When the chance came to get off world, he jumped at it.

Ben has contacts in the Phoenicia Department of Psychic Affairs who are frustrated with the current quarantine of Delann - they'd prefer a loosening of the the quarantine in return for access to the psychic academy.
