You forgot one MAJOR aspect of the Social Skill Problem. The fact that some gamers will intentionally use the game mechanics in such a system to force another player to do what they want (just because they have a higher charisma or similar). I have seen this on many occasions, and I have seen it crash game tables. For this reason, when I GM a game, I don't allow social skill checks to be made against PC's unless they can manage to convince me of an acceptable reason why.
