Kali grew up an anonymous orphan on nameless city streets, human in appearance except for the snakes that grew from her head. She quickly learned to keep them covered to avoid the inevitable fear response from any who saw them.
She also learned to fight, because fear responses were often accompanied by sudden panicked violence. She tried to use her magic gaze to petrify would-be attackers, but she had a defect or weakness, and it never worked.
So she fought, and the more she fought, the more often she won.
Kali was an adult before she learned of the Yuan-Ti and realized she was not, in fact, a discarded Gorgon with broken gaze powers, but part of a complex and varied people with serpentine kinship.
