Madame Odelle's Women's Shelter
Madame Odelle is a low-powered extra normal who uses her abilities and influence to provide a safe place for women on the run. This shelter has been regularly visited by the Harbor City Hero known as Witch Light, and by Zack Thompson as a condition for community service.
