Why do bigger weapons have steadily decreasing strike? because they're progressively harder to aim and slower to use. You'll usually be shooting a rifle at stationary targets or from surprise. There are plenty of guns around in Shen Zhou, but they're rarely used in the Wulin because - barring exceptional circumstances - guns don't work with kung fu.
As such, guns are usually found in the hands of soldiers, guards or civilians. Because of their association with such minion-y types, a Wulin member who lowers himself to using one will find himself even more scorned than an archer.
