This is a Systemless gaslamp fantasy setting.

Makhomas is an ancient city, powered since time immemorial by sea-coal from the coast and lift-gas from the volcanic vents above. The land beneath the city has been mined for coal, stone, and silver, leaving cat unmapped tunnel networks now inhabited by criminal and refugees rom the city above, old mine spirits gone strange in their isolation, and those who cannot stand the tough of the cold iron so much of Mahkhomas is built of now. Sometimes on the nights of the darkened moons, the minehead in Darkhurch will disgorge the Goblin Market, where it is said that you can buy anything, anything at all, if you are willing to pay a price that may only start with your soul.

Makhomas has been part of several nations and empires, but is presently a largely independent city-state governed by the Fuming Council, a body of factory owners, landholders, public works syndics, and a few remaining hereditary aristocrats.
