Formerly the Fairhaven Psychiatric Hospital, it has recently been reopened by a private concern that contracts its services to the city as a facility that imprisons and studies criminals with supernormal abilities. The fact that it's open and in private hands is not widely known. The Institute's owner not public knowledge either.
