Garrow is a changeling agent of the Emerald Claw, though his allegiances are unclear. He is interested in the Draconic Prophecy, going to some extent to ensure that he was referred to by it. He currently seeks Whitehearth, a House Cannith forge in the Mournland.

He has a half elf chauffeur called Jenko.
