She was a former Academy student and fellow classmate of Joshua's. She is now the Director in charge of the research operation of the St. Albans base, finding and executing means to control a stable of Readers up close and from a distance by a combination of psychological and physical torture of hostages. Joshua Read the woman and knows she's a complete and utter sociopath. She is also someone he would seriously consider killing outright.
