Mouse (DC Sidekicks in WWII)
When Rebecca Elliot's family died in a house fire, she was sent to far off Gotham, where her only distant relatives were (side not, the Elliots were a wealthy family, on par with the Waynes, and Thomas Elliot was to become Hush, not sure if they were in Batman back in the Golden Age, but I am hoping it will not be an issue). The Elliots were willing to take the girl in, but she was always treated at best, as a poor, unwanted relation. And when the son of the family tried to take certain liberties with his young, distant relative, she ran away.
Selina Kyle would find Rebecca and take her in. Once she had the girl's complete loyalty, and made sure she was sufficiently respectful

Motivation
To become her own person of her. she introduced Rebecca to the Catwoman and began to train the girl to be the little Mouse she needed.
As Mouse, Rebecca was to never be seen, to remain a shadow, providing assistance when needed. Often Catwoman would escape because Mouse, unseen, would provide the assistance. Other than perhaps sapping Robin from behind once or twice, her contributions were rarely direct, but her help gave the Catwoman a greater reputation.
And when Catwoman went to help the war cause, she made sure that Mouse would be of some use (and out of Gotham were she might tarnish the Catwoman's reputation).
