The Defense Pact was founded as independent superheroes agreed to communicate and work together to deal with large-scale threats. It's one of the oldest non-government superhero organizations still extant.

U.N. superhero team
History
Founded shortly after the birth of the UN, Peaceforce is a large team of assorted superheroes who help keep the peace, enforce U.N. sanctions, help with disaster relief, and so on. Rarely active on U.S. soil due to political pressures. At any given time, there are about two dozen members of Peaceforce, with assorted abilities.

THETA (Towards Human Experimental Testing and Advancement) Technological Criminal Organization Active and still creating disasters and supervillains An organization that believes in acheiving ultimate knowledge through experiments performed on humans. Every bit as nice as they sound. The usual-- advanced technology, minions, a tendancy to create berserk supervillains.
