Characters: Splicer

Splicer runs an exclusive clinic out of an underground compound near the Bellevue/Redmond Wall. His prices are high, but his work is the best to be found outside a delta clinic: unlike most street surgeons, Splicer has his own grow vats, gene sequencers, and other high-tech goodies.
