Arkivas is a Dark Eldar Corsair encountered on the Spacehulk Twilight. He apparently has contacts inside the Serrated Query (or is a member himself), and was hunting for a copy of the Liber Daemonica. Dark Eldar appearing casually in the Scintilla system is incredibly dangerous and disturbing.
If Arkivas has larger designs on the Calixis Sector, the Inquisition will need to be ready.
