A Cabal of twelve Men, all born before the Apocalypse, who committed ritual suicide in the basement of the police station on the fourtieth anniversary of The Fall (October 31, 1999). Members include:

  • Captain Charles Higgs
  • ???

please add names, details re: beliefs, secrecy, goals, etc. They probably shouldn't be in operation in 2006 since their original twelve are dead. Unless they recruited?
