Following initial interrogation of alien prisoners, the following requirements are in place
a) Alien prisoners are now to be considered POWs following capture
b) Summary executions are forbidden on captured hostiles, unless their nature posses an eminent threat to civilians or X-COM operations
c) Captured aliens should be subject to initial interrogation at primary base of capturing unit, unless scientific team not present.
d) Following initial interrogation, all captured aliens will be transferred to Project Hot House in the Sahara for long term confinement and intelligence extraction

Jana Guiteriez Debriefing
Jana Guiteriez has been debriefed and analyzed by X-INT and the research staff.

Her story is as follows: She spent an indeterminate amount of time after he abduction being studied and experimented on by the Sectoids. When experiments weren't ongoing, she was placed in a pod, possibly some form of stasis, that kept her unconcious for periods of time she couldn't tell. She was opened up several times, and organs extracted and replaced.

Medical analysis confirms the signs of surgery, albeit with no scars that scalpels or lasers would make. However, alien technology has been detected on several of her internal organs, some form of crystalline computer chip that matches what we found in the alien computers. We currently do not believe that there is any tracking devices, given that the aliens had to use local assets to try to recover her.

She says she was eventually moved into a ship and transported with other abductees to some other location. During that move, the ship came under attack by unknown forces. She remembers hearing sounds of energy weapon fire. Hypnotic regression has shown some humanoid figure, glowing gold, killing a sectoid with some form of energy beam. However, then an explosion knocked her unconscious. When she woke up, she was in the Pacific. She almost drowned, but made it to shore. We currently have diver teams scouring the coast for signs of a crash site, though the potential scale of the territory to cover means finding anything will be a crap shot.

She attempted to contact the authorities when she reached shore, but EXALT operatives were already scouring the area, looking for her and other abductees from the crashed vessel. Fortunately, she managed to evade them long enough for us to locate her.

She's currently being kept for analysis at Area 51. Assuming she clears further checks, and we are able to extract the alien technology from her body, we've proposed adding her to our forthcoming media team.


Dr Herman Hencke

Dr Herman Hencke, after being identified, presents a peculiar case. We traced his origins back to the Third Reich, a biologist with a record of war crimes. Brought over to the United States as part of Operation Paperclip. On record, he died in a chemical leak in 1947, on Roswell Air Force base.

The fact that he remains alive sixty years later indicates that, alongside Vaslov, it's clear Majest-12 has access to some form longevity technology; almost certainly due to their deal with the aliens. This must stretch back farther than we thought.

Interrogating Dr Weber suggests that Hencke was something of a mentor to her, training her in the use of alien technology and genetic blending. They seemed to share a view towards creating a more perfect humanity. Is this the goal of the aliens, or are they using these scientists as part of a larger plot?

We shall attempt to track Hencke's movements during the mission years

The raid in Bern confirmed that the backers of EXALT are a mysterious organization known as Majestic-12, of which EXALT serves as a sort of militant wing.

Majestic-12 is mostly the confines of conspiracy theory ever since the eighties, and the bulk of the publically known information is nothing more than meaningless made up stories, but our access to US government archives have allowed us to confirm that such an organization was created in 1947 to investigate an 'incident'; by orders of President Truman and Secretary Forestall. The identities of those involved were redacted.

The last report on Majestic-12 was in 1949. James Forestall had decided that the organization had served its purpose and was preparing to issue orders to have their work disseminated into other government agencies.

He committed suicide less than a week later. Majestic-12 appears in no more government reports after this date.

Initial hypothesis: Majestic-12 is a group of alien collaborators who have been operating for decades, suggesting that the Roswell Incident was first contact. They've clearly been allowed access to some alien technology, and have extensive resources that they use to aid in alien activity, see the pursuit of Jana Guiteriez in Seattle. The precise motivations for their betrayal are unknown, but interrogations of MJ-12 assoicated Dr Millicent Weber suggests belief in a 'improved human'. At the time, we cannot be sure if this a guiding organizational principle, or her personal motivation.

EXALT is believed to be the primary organization with which MJ-12 acts, so our primary goals remain the pursuit of the EXALT and, through them, understanding MJ-12's methods, goals and membership; with an ultimate goal of destroying the organization.
