An auto mechanic from Oakland, Maryland.
Caused every car in a 9 mile radius around him to disintegrate and is on trial for the harm he caused. If the trial goes poorly, it could result in at least Maryland, and possibly other states, denying that the Survivors have the same rights as other humans. Reagan's fellow Survivor, Milos Wiazowski, is in Maryland to make sure the trial goes in Reagan's, and The Survivors', favor.
