Now, you probably do need some infrastructure expenditures to clean up the place, which are not accounted for. It will take some big expenditures when you decide to clear the rubble to totally open up the city.

Quick math: 2000 citizens will result in 20,000 gp annually in taxes. 200 troops (plus leaders, armorers, etc.) would cost 2280/month = 27,360/year. That leaves you with a shortfall of 7,360 gp per year.
 
 
Note: new troops will show up when you hit 9th level, if you want them and can afford them.
 
 
Note: you can support more citizens in the city, but how many in the older area is up for discussion. Everyone feel free to argue how many should be able to fit in the Cit now. Feel free to argue how many more the Old City can support once opened up.
 
 
The current mining operations will produce tax revenue of 10 gp per person per year, the same as farming. Opening up new mining will increase this rate.
