Balazar
A foreigner, Balazar came to the region and made it into his kingdom. Balazar stole the sacred image of Mralota the Sow Mother from the dragons, and since then that image has allowed the citadels to raise those animals safely and abundantly. Her shrines are common to all the citadels and easily found. Balazar founded the dynasties which rule the three citadels, and so the nobles, and many of the common people, trace their lineage to Balazar instead of to Votanki. Balazar worshiped Yelmalio, so his followers also worship Yelmalio. Balazar is sometimes considered a subcult of Yelmalio.
