Bound by Law
India has been running an unlicensed medical practice on Persephone for several years. Over those years she has had more than one discreet visit from government officials making it very clear they know who she is and what she's up to, and are letting her continue for now. A little regular reminder to keep her head down and her mouth shut about the Academy.
Friends in Low Places
People need a lot of things in the slums of Persephone. Tarō Yamada is a man who can get you things you can't get elsewhere, so long as you don't ask too many questions about where they came from. For India, he's a supplier of drugs and medical supplies she can't obtain legitimately. She's sure his name is fake, and she suspects he has yakuza ties, but her options are limited and he hasn't crossed her yet.
