Basically, Denandsor is isolated, but has a great deal of wealth. Lookshy has location and legitimacy, but is recovering from a grievous blow. A working set of Auspicious Passage Gates between the cities were rediscovered by the Solar Circle, letting them transport personnel and goods instantly. While their governance of Lookshy is strictly "temporary", it seems obvious to the average man on the street that the Solars are likely there to stay.
