There is no need to say that the characters are going for headshots when fighting zombies. That is the assumption. And a headshot on a slow moving shambler takes just the usual single success.
 
 
 
Headshots on fast zombies though – two successes needed.
 
 
 
And in combat, multiple successes over the needed amount are a good thing. Weapon damage is multiplied by the number of successes. So two or three successes will one-shot most opponents.
 
 
 
Works in reverse too, but dropping to zero health is not an instant death for player characters, although it is definitely serious. A character at zero health has Tenacity + Toughness rounds to live. A successful use of Heal skill will stabilize a dying character.
