In cold mechanical terms Nomoe's gift would be the equivalent of Silken Armor that needs no committment (made from the color of evening by a celestial craft god puts it in the same category as Berengiere's creations) and can change its form/appearance similar to a garment with the Water aspect of Ritual of Elemental Empowerment, and thereby can grant a +2 equipment bonus to stealth or disguise
