The Council of Commentary began with good intentions and interesting results. It had a mandated membership that crossed Amber Society and included members of the Golden Circle. Not a law-making body initially it has grown bold. The council is comprised of 100 people. 20 positions are held by certain Households and Establishments from Amber. 10 positions are held by specific Golden Circle Kingdoms. 5 are assigned by the King of Amber but will not be Princes of the blood of Amber. 10 are specifically from the city of Amber. 8 members represent other governmental bodies on the sphere of Amber. 46 members are chosen from a general lottery that any person may enter regardless of citizenship or rank; These are the Populace Members. The King holds one seat but rarely attends.

A term on the Council is one Year.  It requires an extensive commitment of time and therefore each member is compensated with a stipend of 1000 Gold Wings. They are expected to take a leave from their current occupation.  This sum is approximately 10 times the salary of a regular working man's wage and is the reason many commoners vie for the seat. Having served a term each past member may receive a yearly stipend of 3 Goldwings for life.
