Editing Council of Commentary

The Council of Commentary began with good intentions and interesting results. It had a mandated membership that crossed Amber Society and included members of the Golden Circle. Not a law-making body initially it has grown bold. The council is comprised of 100 people. 20 positions are held by certain Households and Establishments from Amber. 10 positions are held by specific Golden Circle Kingdoms. 5 are assigned by the King of Amber but will not be Princes of the blood of Amber. 10 are specifically from the city of Amber. 8 members represent other governmental bodies on the sphere of Amber. 46 members are chosen from a general lottery that any person may enter regardless of citizenship or rank; These are the Populace Members. The King holds one seat but rarely attends.

A term on the Council is one Year.  It requires an extensive commitment of time and therefore each member is compensated with a stipend of 1000 Gold Wings. They are expected to take a leave from their current occupation.   This sum is approximately 10 times the salary of a regular working man's wage and is the reason many commoners vie for the seat. Having served a term each past member may receive a yearly stipend of 3 Goldwings for life. 

The role has developed that even the poorest employer is delighted to let an employee take a year to serve the kingdom because of the prestige involved, and the access to public policy the council allows.  Many a poor business celebrates putting a "CC" symbol in their window, denoting that an employee of theirs has served on the council.

The Messenger Guild over sees a wide variety of forms of delivery services from foot, horse, bicycle, and winged.  Their representitive oftens speaks of crimes against messengers.

The reform of the methods of both material and personal refuse, including personal wasts, has led to the need for a commission to oversee the new underground sewer system, the material collection and recycling programs.  Its council member is usually a member of a department's leadership, tasked with discussing the needs of the commission in maintaining the strict rules of cleanliness Random demands.

Traditionally the Far Isle member is someone who arrived in the Far Isle in retirement, and in time, grew young again as [[Aging in Amber]] happens.  Since the Far Isle has little government and is officially an unincorporated part of the Kingdom of Amber, the representative, has often been a retired naval officer or a devotee of the Unicorn, and is chosen by an essentially unofficial gathering and agreed to or vetoed by the sitting member.  There is a general prohibition against active serving members of the military holding the council seat.  

Every 5 terms they hold a open lottery and some of the more unsavory members of the are Isles toss in their token.  This lead to the notorious retired Madame Shein tan Masa serving a term as the Far Isle representative to the scandal of the prim and proper Amberites.
