Quinn is a representative of a mysterious Guild factor who seems to have access to all manner of rare and exotic goods. She is not affiliated with the major Guild traders in the West and says that she's officially only allowed to be here in an observer's role, due to various non-compete agreements binding her mistress and by extension, herself. That said, Quinn and her mistress seem to be able to fill requests made by the Circle by having the required items appear on a deserted island in the middle of nowhere. Quinn is quick to say that this is a gift to the Circle and that in return, her mistress only requests that they help her out in some way. Due to the voluntary nature of the transaction, it does not technically violate the noncompete clauses.
