This is the largest organization of the Cyllian Sea now, with several million inhabitants.  The fertile lands provide plenty of food and the bureaucracy of the empire assures distribution of resources.  It even boasts a meritocracy of sorts where all children are born into the lowest caste and move up as their abilities and skill allows.  In theory, the child of a peasant can become a district magistrate.  In reality, life is not quite so equitable.  Corruption is common in the system with petty bureaucrats lining their pockets and bribing other officials to advance their own families interest.
