North of the '''[[Cyllian:Blasted Lands|Blasted Lands]]''', lies the Brupek Empire.  The '''[[Cyllian:Granic Belt|Granic Belt]]''', a low lying mountain range, separates the Blasted Lands from the Brupek Empire.  These mountains are what protected these lands, along with the '''[[Cyllian:Eternal Emperor|Eternal Emperor's]]''' own power, from the magical backlash unleashed in the Dienni-Illyrian War. The northern border of the Brupek Empire is the '''[[Cyllian:Slaile River|Slaile River]]''', beyond which lays the '''[[Cyllian Northern Wastes| Northern Wastes]]'''.  The peoples of these lands were organized into a nation by a being from another plane known only as the '''[[Cyllian:Eternal Emperor|Eternal Emperor]]'''.  The Brupek Empire has existed in roughly its current size and location for over two thousand years, predating the arrival of the Dieni onto this plane.  It stayed independent through their entire existence and through his power and wisdom the Eternal Emperor kept the Brupek Empire out of the Dieni-Illyrian war.  The mountains protected the lands from the magical holocaust that produced the '''[[Cyllian:Blasted Lands|Blasted Lands]]'''.

This is the largest organization of the Cyllian Sea now, with several million inhabitants.  The fertile lands provide plenty of food and the bureaucracy of the empire assures distribution of resources.  It even boasts a meritocracy of sorts where all children are born into the lowest caste and move up as their abilities and skill allows.  In theory, the child of a peasant can become a district magistrate.  In reality, life is not quite so equitable.  Corruption is common in the system with petty bureaucrats lining their pockets and bribing other officials to advance their own families interest. 

Small client states have formed around the periphery of the Brupek Empire after the fall of the Dieni Empire.  They are in constant threat from external threats which the Brupek Empire offers the minimal support to keep them solvent.  The goal is clearly to keep those client states as buffers to external threats.  Many of them would gladly join the Brupek Empire if they could, but it seems that none of them have anything valuable enough to entice the empire to absorb them.  In fact, the Brupek Empire has been relatively stable for over a thousand years at this point, showing no indication of expansionist interests. There is debate in some circles of philosophers if the '''[[Cyllian:Eternal Emperor|Eternal Emperor]]''' is at the limit of his ability to manage and control this much geographical area and population.  In fact, the two demands of the entire empire is that all citizens must venerate and worship the '''[[Cyllian:Eternal Emperor|Eternal Emperor]]''' and all citizens must pay annual tithes/taxes to the him via the central administration.  In return, he protects his people and through his offices give them a relatively efficient, stable system.  

While the Brupek Empire faces no external threats to its existence, the constant infighting between the higher diplomats, governors, religious leaders, and leading trade families are a constant source of internal threat.  Additionally, new philosophies and cults come into existence at a rapid rate.  The large population and efficient communication and travel system allow them to easily disperse through the population.  Most die quickly, but other gain a foothold and many of them threaten the status quo.  A new philosophical wave has been embrace by many, referred to as the '''[[Cyllian:Empty Way|Empty Way]]'''.  It is a philosophy that embraces solipsism as central tenant, but the magical reinforcement that allows the devotee to create a real gap between themselves and others that can be leveraged for advantage.

In addition to Emperor Worship, most families revere and offer worship to their ancestors.  Shamans are common throughout the population.  They can aid in issues with families and their ancestors, as well as provide aid with other spirits. Several other religious traditions exist throughout the diverse population of the empire.

Many forms of traditional philosophies offer mental paths toward some form of enlightenment (mortal magic) or some form of physical discipline (strifes - martial arts specialties).  
 
= Afadreth =

The capital of the Brupek Empire lies along the '''[[Belnolla River]]''' that moves west-to-east through the center of the land. This city and its outlying districts has nearly a million inhabitants.  The ancient city is ruled by a Senate, which dates back to the town council that existed when the Eternal Emperor first decided to establish himself here.  The original families are now the only hereditary nobility in the land and while their power is great in the city their power is very limited outside the confines of Afadreth.  

The Eternal Emperor lives in a small settlement on an island in the river.
