North of the Blasted Lands, lie similar fertile lands, separated by a low mountain range. The peoples of these lands were organized into a nation by a being from another plane known only as the Eternal Emperor. The Brupek Empire has existed in roughly its current size and location for over two thousand years, predating the arrival of the Dieni onto this plane. It stayed independent through their entire existence and through his power and wisdom the Eternal Emperor kept the Brupek Empire out of the Dieni-Illyrian war. The mountains protected the lands from the magical holocaust that produced the Blasted Lands.

This is the largest organization of the Cyllian Sea now, with over a million inhabitants. The fertile lands provide plenty of food and the bureaucracy of the empire assures distribution of resources. It even boasts a meritocracy of sorts where all children are born into the lowest caste and move up as their abilities and skill allows. In theory, the child of a peasant can become a district magistrate. In reality, life is not quite so equitable of course. Corruption is common in the system with petty bureaucracy lining their pockets and bribing other officials to advance their own families interest.
