First-Hold is the first free city of man.

Government

Type

  • First-Hold is a Military Oligarchy. It is ruled by a High Captain and a council of captains. The council is composed of the leaders and elites of the various power centers in the town.

Elections

  • The High Captain is elected from amongst the council, and can be appointed or removed by a vote of the council. A 2/3 majority of the council is required to call for an election.
  • Captains are elected to the council by a majority vote of the existing councilors. Candidates may be acclaimed by the people or nominated by the council, and all candidates will be considered, though only one vote will be taken for each empty seat.
  • The Captains of the Council serve for life, but may be expelled from the council by a 3/4 majority vote of the other councilors.
  • In the event of any tie in a council vote, the High Captain may exercise his discretionary authority and cast an additional tie-breaking vote.


Taxes

  • As money has no value, taxes are rendered to the state in the form of labour or service to the public need. Each citizen is obligated to provide 10 hours per week of work in service to the city. The precise form of this work is decided at the discretion of the council and the High Captain, depending on the needs of the community and the skills of the citizen.


Citizenship

  • Citizenship is open to men and women of all races, but requires the following:
    • A prospective citizen must swear an oath of loyalty to First-Hold, to the Council, and to the Free Peoples.
    • A prospective citizen must agree to training and service as a member of the Free Guard, the Militia of Frst-Hold.
    • A prospective citizen must demonstrate a skill, trade or valuable service. If a prospective citizen has no skills or trade, one must be learned before citizenship will be granted.
    • A prospective citizen must agree to have his/her children educated in one of the town schools.


  • First-Hold enforces private property rights for Citizen's personal property, but no land may be privately held inside the boundaries of the city. Housing, workspace and other land resources are allocated to citizens as need and supply dictate. Once a citizen has an existing claim to a building or resource, only dire need will prompt the council to interfere with that citizen's accustomed use.


Agents and Offices

  • Office of Stones: Governs the invertory and allocation of land and buildings. Also responsible for directing building projects and planning the growth and expansion of First-Hold.


  • Office of the Quartermaster: Governs the supplies and resources of First-Hold. Responsible for the harvesting and gathering of food, timber, minerals and other raw materials, and the production and stockpiling of weapons, tools, and other crafted goods.


  • Office of the Reeve: Governs the collection and utilization of taxes.


  • Office of the Magistrate: Governs the enforcement of the laws, oversees trials and enforces the sentences of lawbreakers.


  • Office of Trade: Governs trade and commerce both within firsthold and with foreign entities.
