Flavius is from Promares, a city kind of like Alexandria - a cosmopolitan regional power. Probably at the head of a league of similar city-states scattered along the southern coast. Flavius himself is the illegitimate son of Heraclion, one of the archons of Promares, by his foreign hetaira, Licinia. Though illegitimate, his father paid for him to have a placement at the Library of Promares, where he studied philosophy, history and magic under Linos of Curaeme. Upon reaching the age of majority, his father began to consider putting him forth for citizenship, which would make him a legitimate heir. His two half-brothers, the legitimate heirs of Heraclion, used a combination of threats and bribery to convince Flavius to leave town before this. He was given a position as a traveling procurer and scholar for the Library of Promares, and politely told by his brothers never to return nor to contest their inheritance.

Flavius has lost his ability to cast magic, when the he attempted to link to a magical gem and lost 2 points of POW.  He subsequently regained and used that power.  It was stripped of him later through occult means when he was held by Gondo Holst, before being sacrificed for his power.
