Flavius is from Promares, a city kind of like Alexandria - a cosmopolitan regional power. Probably at the head of a league of similar city-states scattered along the southern coast. Flavius himself is the illegitimate son of Heraclion, one of the archons of Promares, by his foreign hetaira, Licinia. Though illegitimate, his father paid for him to have a placement at the Library of Promares, where he studied philosophy, history and magic under Linos of Curaeme. Upon reaching the age of majority, his father began to consider putting him forth for citizenship, which would make him a legitimate heir.
