Form of Government: Imperial. 

The Emperor rules at the top, with a high council of advisers made up of the head ministers of the military, finance, culture, health, education and the Imperial Governors.

The low council represents the ministers of security, public works, the heads of the temples, and elected representatives of the various districts.

In times where the Emperor is away from the capitol or on campaign, the High Council acts in his name, but all decisions must be ratified by a majority vote of the Low Council.

===Background===
The number of Field Forces has been reduced from five to four because of the number of trained soldiers. The reserves lost significant numbers during the Battle of Lookshy and went from over six field forces worth of personnel to almost three field forces. The force numbers only include natural citizens of Lookshy and not Helots which were freed. Most Helots continue to pursue work in agriculture and business.

Currently 2 Legions have been organized.  Recruitment and personnel transferred from Redoubts will allow for 10 more to be raised in the next year.  Currently Terrestrials hold the highest ranks, with Enlightened Mortals and Unenlightened Mortals comprising the rest as appropriate.  Greyfalls will account for nearly another Legion worth of troops, but lack the Warstriders and magi-tech infantry, and have no sorcerers.

Officers and magi-tech infantry are to be trained in Lookshy proper, with veteran instructors charged with the training of troops at various recruit depots located throughout the land.

Terrestrial length of service is 60 years, Enlightened and Unenlightened Mortals have a length of service of 16 years.

==Future Plans==

Establish the Imperial Messenger Service using the Chariots.  Make it available to all people, bring some sense of unity in the nation.

Establish good roads to all cities.

Take steps to ensure that the people feel part of a nation instead of just part of a city within a nation.

Establish a secondary training school.  It's purpose is to awaken the average mortal, for positions in the military, IMS and Nary and Air Force.

Uplift the Linowan, even if it means paving over their culture.  Running around on canoes and hitting things with sticks until they turn green and get wood for redwoods is counter productive to my plans.

Ensure the highest levels of education and employment possible for the Empire.

Conquer the Hundred Kingdoms.

Kill Raksi.

Reverse the tech decline of Lookshy and get production back, ensuring infantry weapons and armor are prioritized with Mantas and 'Striders behind.

Expand both the Navy and the Air Force.

We have 9 Swift Midday Brilliance-Class Light Warships.  They need to repaired and re-armed with Essence weapons.
