The Councils

In 1977, after driving the Invictus and Lancea et Sanctum out of Brooklyn, Queens and The Bronx, the Carthian-Acolyte alliance that formed the core of the Uprising decided to consolidate their position and form a government that reflected their principles. After much debate, the three Councils were formed, one for each borough. Every 10 years, the Kindred of each borough gather to vote by acclaim for their Councilors. Amongst themselves, the Councilors choose their Chair, who is the overall leader of the borough.

Queens and The Bronx each have three members on their Councils, and Brooklyn (with a slightly larger population) has four.

The Brooklyn Council

Ricardo Valencia, Council Chair. Gangrel Carthian. A former FARC revolutionary from Colombia who arrived in New York in the mid-70s and quickly became a popular figure in the Uprising. He was elected to the Brooklyn Council in the second election (1987) and became Chair after the last election (1997).

Hortense, Ventrue Carthian. A childe of Julian La Pelle, embraced in the 1920s, Hortense was a pioneer in the women's rights movement and the early civil rights movement. She betrayed La Pelle and turned Brooklyn over to the Uprising in 1977. She has been elected to the Council every election since, but has never been Chair.

Kevin King, Ventrue Carthian. A tough, savvy former NYPD officer. Was Chair of the Council before Valencia.

Ajay, Daeva Acolyte. Grim and taciturn, Ajay was elected to the Council in 1997 when it was decided to add a fourth seat to represent more of the growing Kindred population in the borough. He is of Bengali descent and a devotee of the goddess Kali. Ajay is one of the most militant Councilors in all of New York, a close ally to Bronx Council Chair Marietta, and is a proponent of resuming open warfare against the Executive.


The Bronx Council

Marietta, Council Chair. Nosferatu Acolyte. By most accounts, Marietta was Embraced on the slave plantations of Hispanola sometime in the early 1700s and came to New York in the mid 1800s. She is also the de facto leader of the Circle of the Crone throughout the city, and revered as an unliving incarnation of the Bloody Goddess. Her hatred of the Executive - both La Pelle himself, and his system of government - borders on the obsessive, and consequently, The Bronx is the least safe borough for Invictus and Lancea Kindred.

Yusuf, Mekhet Carthian. The de facto spymaster for the Coucils, Yusuf is said to have a thousand secret identities and a thousand contacts across the city. His intelligence has quite literally saved the Uprising more than once.
