"The Reign of the Invisible Empire." Monks and nuns of the Order of the Great Harmonious Peace, seeking to promote peace, uses their psychic powers to manipulate rulers of the various nations and species without their realization. At the height of Invisible Empire, every ruler has at least one adviser, usually more, from this order. At first, the members of the Order just gently manipulate the rulers into ending wars and signing treaties, but by the final stages of the Empire they are practicing full-on mind control and society is locked in a stasis.
