When Rebecca Elliot's family died in a house fire, she was sent to far off Gotham, where her only distant relatives were (side not, the Elliots were a wealthy family, on par with the Waynes, and Thomas Elliot was to become Hush, not sure if they were in Batman back in the Golden Age, but I am hoping it will not be an issue). The Elliots were willing to take the girl in, but she was always treated at best, as a poor, unwanted relation. And when the son of the family tried to take certain liberties with his young, distant relative, she ran away.
