The Empire has many innovations unfamiliar to the people of Urgense,but two are noteworthy: ''Bureaucracy'' , the institutions of power that do the work of administration, regardless of who sits the Jargoon Throne; and ''Janissaries'', mercenaries from lands outside the Empire given positions of power and responsibility within the empire, but unable to gain citizenship or inheritance.  The Zilayans have shown a positive genius for taking one lot of barbarians, training them enough to be useful, and sending them out against another lot on a different frontier.
