Hotay joined the Enclave a few months after the Collapse. His repair, drone, and engineering skills were welcomed even if he did act crazy. Isn't every survivor a little crazy nowadays? How crazy is he? Sometimes he acts like the collapse didn't happen. He can be stupidly careless with Bounty. He sometimes stands up for the weak and unprotected.
