OK, so here's what I'm thinking at the moment. Exemplar says something to the tune of "OK, there are going to be some changes around here." Changes he orders are:
 
 
1. SPARCs to work under closer supervision of SPARTA.
 
2. Joe off the team.
 
3. Frost to receive counseling for whaling on that girl at the mall.
 
 
Informally, he's going to have a talk with Livewire about his recent performance problems. We know from the previews that Livewire and Exemplar have an argument later in the episode, right?
