For gear, as members of a military unit, X-COM operatives, obviously, do not have to buy their own guns. Instead, they can take any items they want from the list of X-COM equipment, up to their maximum carrying capacity. At the start of the game, only human gear is available, but in unlimited quantities. Eventually, more advanced gear will become available and there may be restrictions on how much can be taken into the field.
