Water Room Gang (Shui Fong)
Headquarters: Bernadette
Activities: Smuggling, Robbery
Description: This group takes advantage of it's location to establish outposts on the Rim. Members frequently join settlers as they move to new colonies. This can be mutually beneficial, as the settlers receive aid and supplies in exchange for them turning a blind eye to the Tong presence.
