Born the son of a trader, Lugo quickly learned the art of a deal. He also learned that when you peddle in cheap wares, there's not a lot of proffit to be made. Although he was good at trading, what he liked was chasing down shoplifters. Catching them and retrieving the merchandise was a good feeling.
