There are 300 Merchant Guilds that fill the same role as the old megacorporations of the Republic Era did.  When he established his Empire, Skywalker transformed the old corporations into essentially arms of the Great Houses.  He made it absolutely clear that all power was held by the Strong, and that in exchange for wealth and prestige, the Weak could engage in commerce and amass wealth by their sufferance.

Normally, more mundane contract issues are dealt with by the Temple of Fear, whose auditors ensure that proper taxes on all sides are paid.  They are usually reviled for their damnable fairness and neutrality in these issues.
 
 
The Great Guilds often have a great deal of 'soft power', due to their production of media, goods, and ability to control the flow of commerce.  Skywalker intended it thus, to be a check on the power of both the Temple and the Great Houses.  He saw the Great Guilds as his personal property and weapons in use against the Yuuzhan Vong.
 
 
Many House Factors and other Weak rulers hate the Strong, since when a Strong manifests amongst them collectors from an Imperial House or the Temple of Fear come to collect the child.  While many House Factors regard the Strong as parasites with magic powers, others regard them as a necessary evil, as they are all too aware of how Imperium military technology lags behind Vong biotech.  As much as Guilders hate The Strong, no one wants to be a Vong slave.
