• Los Diablos del Sol: The Devils of the Sun, sometimes also called the College Kids, are a group operating out of the ruins of Arizona State University, living in the crumbling dorms of the old school. Originally formed as a gang in the Post War years the Devils transformed into a more civilized settlement over the years and are now one of the more peaceful groups in the Valley of the Sun. They have served, at times, as a location of last resort for refuges from Caesar's Legion and other expansionist groups, but, while they try not to turn anyone away, resources are always thin and sometimes there simply isn't enough to go around for everyone. They primarily survive by growing a small amount of crops, scavenging and retrieving water from the Salt River.

• Papago Park POWs: The primary enemy of Los Diablos, this group of ghouls appears to fervently believe they are WWII-era U-boat crew who were held as prisoners of war. While there was a POW camp at this location during WII, historical records show it was dismantled well over a hundred years before the Great War. Nevertheless, the ghouls appear to be in no hurry to abandon their delusions, and constantly talk about their desire to leave the Valley and return to "ze Fatherland", though no one has ever noticed them taking concrete steps to do so. They parade around in WWII uniforms, skirmish with Los Diablos over the Salt River, and reminisce about "the War" and the boats they served on.
