Superintendent Claus Wachter. An aging career officer. Known as The Watcher to most of the captains in the Bureau of Investigative Services. Including the Occult Crimes Division, which falls under his authority. Although ungifted, The Watcher has been educated in the supernatural due to his position, and he can spot the signs and knows when it is time to call in the mages.
