This character is almost an exact copy of Doctor Phineas Waldolf Steel. "People of Earth" was his third album, and the movement behind him is known as "Doctor Steel's Army of Toy Soldiers". As a member of the army, I can tell you that his name and insignia are copyrighted. I do not imagine that the Doctor opposes being used as a supplemental character in a campaign, however, ethically speaking since the information is not original or common knowledge it must be cited, lest it be considered plagiarism.
