It also allows Li to indirectly manipulate the various heroes of the city.

[[End Point]], despite its reputation as one of the best prisons for metahumans, has in fact let many prisoners escape over the years, and hid it carefully. Omnicorp simply negotiates with some of the inmates, releasing them in exchange for cooperation (up to and including an invitation to join the Alpha Squad).
