Successful urban campaigns are built on well fleshed out casts of characters in my experience. A word of caution; reading about these characters may give away some information that is strictly out of character knowledge. Application of that knowledge without sufficient in-game effort to uncover it is unacceptable. If you prefer to be on the safe side, everything that appears on this page can be considered in-character knowledge; only a character's specific page will include forbidden details.

That said, you might notice several epic-level characters if you do read through their info. I've included them primarily as back room manipulators and figureheads. Their influence on the game will really depend on whether the players choose to court them or if the players foolishly confront them. Beware, I do not support the idea of script immunity. Just because you're the hero doesn't mean that the epic level spellcaster isn't going to turn you into a tasteful lamp for her drawing room. More than one of these characters has the power to obliterate the entire city. They don't because they wish to control it.
