The federal governments of a number of governments continued to fight in the early years of the wars despite wholesale destruction. Submarines able to hide survived the best. Troops in isolated regions believed the war was still going on despite being out of touch for a long time. Both survived because their tasking and training was designed for them to survive when out of touch
In time food and other resources began to run out and even enemy combatants declared truces long enough to trade supplies. Eventually they co-operated to acquire resources.
